A few days ago, however, letters were received from the Rev. Timothy Richard who went to Ching Chow-fu in January to distribute funds sent to him from Shanghae. These letters reveal the fact that the direst distress prevails to an extent little thought of. As soon as they were published in the evening paper, an appeal was immediately made to the Municipal Council, to appoint a committee to consider what measures had best be taken by the foreign community of Shanghae for the relief of this pressing and terrible distress.
A committee was appointed without delay, composed of the most influential residents; and the plan they adopted was to call personally upon all Members of the Community, the settlement being divided into districts for the easier and speedier accomplishment of the plan. This method has been eminently successful, and already we have remitted about $6000, not including what had been sent on a month ago; there is reason to expect a considerable sum beyond this.
